According to PNOC president, Thelmo Cunanan, "We are willing to talk with [First Gas], but nothing has been formalised. If this is the only way for the project to take off then we are willing to talk things over with them. What needs to be resolved is the ownership issue since First Gas also wants to apply for a permit. That is why we are willing to talk things over with the other party." PNOC-EC president, Rufino Bomasang, had hoped that the project would be completed next year.

PNOC-EC has had inquiries from three local and one foreign investor before but had not identified them. However, the likes of Japan Gas Corp, Korean Gas Corp, Petronas, British Petroleum Plc, Korean Electric Power Co, Mashhor, Chevron Texaco and Shell Philippines Exploration BV have expressed interest to construct and operate a gas pipeline in the Philippines.

Once completed, the pipeline will transport Malampaya natural gas from Batangas province to Manila.
