ONGC bags bulk of oil and gas blocks in NELP-IV

It is Round Four of India's New Exploration Licensing Policy (NELP), which sees 21 oil and gas exploration blocks offered up for bidding. The clear-cut winner is the country's state-run oil and gas company, Oil and Natural Gas Corp (ONGC), which with its partners has managed to win 15 of the blocks on offer.

The UK's Cairn Energy won an onshore block in Cambay basin in Gujarat in partnership with ONGC (Cairn also managed to land a Ganga Valley onshore block by itself). The ONGC and Bharat Petroleum Corp Ltd partnership got hold of the Cauvery CY-ONN-2002/2 onland block and deepwater blocks in the Krishna-Godavari basin and Mahanadi Basin offshore. Finally, a Hindustan Petroleum Corp Ltd - ONGC consortium managed to bag two Kerala-Konkan deepwater blocks.

The non-ONGC partnering winner was Gujarat State Petroleum Corp (GSPC). It managed to get three onshore blocks. CB-ONN-2002/2 was with Jubilant Enpro Ltd and GeoGlobal Resources. CB-ONN-2002/3 went to Jubilant Enpro, GeoGlobal and Price Petroleum. Finally, CY-ONN-2002/1 went to Enpro Finance and Gail.

One of the big losers was Reliance Industries Ltd (RIL). It and the UK's Hardy Oil bid for eight out of the 12 deepwater blocks but could only land the one, NEC-DWN-2002/1.

However, the ones who ended up with nothing were the big name energy groups. These illustrious losers were BG Group, Niko Resources and Zarubezneftgaz.
