The body's chief executive Neil Gordon said the scholarship program would help attract new ideas and drive into the industry.
"Our vision for the scholarship program is to attract and develop new entrants - from graduates to mature engineers - who will then go on to drive forward the next generation of subsea services and technology," he said.
"Graduates coming in now have the chance to really make their mark on the sector, which offers a wide range of exciting career opportunities on a global platform, while the sector needs their fresh perspective and ideas as we push into ever more challenging subsea environments."
The scholarship will cover roughly 80% of the total cost up to a maximum of £7500 for a full-time course and £3500 for a part-time course.
As well as fees, the costs covered will include course materials, books, travel, and accommodation where appropriate.
The post-graduate masters programs are intended to be either a one year full-time programme or a suitable part-time program, with students having to have receieved an offer of a place at any UK university.
The scholarship will be paid to a sponsoring company, with the student obligated to spend two years with that company on completion of their studies.
