Both ministers called for debate to be opened on the expansion of renewable energy sources in Eire and Northern Ireland, saying a sustainable energy framework was necessary for a secure energy future to 2020 and beyond.
"Noel Dempsey and I are determined to maximise the use of the renewable energy sources and technologies available to the island of Ireland in a way that promotes economic growth, delivers electricity and heat to homes efficiently and also protects the environment," said Smith.
"There is a real urgency about this work as sustainability is at the heart of our energy policy. I therefore call on all interested parties to let us know what they think of these proposals before consultation closes on 30 September."
The All-island Energy Market aims to create a sustainable electricity supply for the Irish Republic and Ulster that uses high efficiency technology to deliver low cost power within the framework of the EU energy market.
"We have a common, excessive reliance on energy imports. The development and harnessing of our indigenous energy resources on a shared basis will maximise efficiencies," said Dempsey.
"It is a shared practical step to complement the substantial body of work ongoing in both energy markets. I look forward to substantial and innovative responses to this consultation and look forward to the downward movement in energy imports for the benefit off all energy consumers."
