“Crude has been illegally tapped from pipelines linked to the field," thhe report said, citing anonymous sources 'close to the field'.

"The oil field and the pipelines connected to it sprawl over a large acreage covering more that 28 counties - it’s basically impossible to make every bit of the field secure.”

“An annual 1 million metric tonnes of crude [are]stolen from either Shengli or the Daqing field in northeastern Heilongjiang province," the report stated, citing an estimate from Cheng Ming magazine. A law enforcement insider confirmed the crude was being plundered but could not quantify how much oil had been stolen.
