In a statement Philippines Foreign Secretary, Delia Albert, following a meeting with the chairman of Libya’s National Oil Corp Abdullah Salem el-Badri, said, “[My] government has offered the former US naval base at Subic Bay as a storage facility for Libyan oil for distribution in Asia.”

“I suggested to Mr El-Badri the availability of storage facilities in the Philippines, especially at Subic, for Libyan oil exports to Asia. He assured me the proposal would be considered in the long term.

“Ensuring the Philippines' petroleum needs is an important aspect of our long-term economic interests that we should address with oil-importing nations like Libya,” added Albert.
