Kuwaiti Energy Minister Sheikh Ahmad al-Fahd al-Sabah said the cuts would go ahead from November 1, even though oil prices were relatively high.

"We are following the prices and we think it's still in the average of the OPEC (price band) although a little high," he said. OPEC's specified price range is $US22-28 per barrel.

Sheikh Ahmad was returning from Saudi Arabia where he had held talks with his Saudi counterpart.

In order to avoid an oversupply in early 2004, last month OPEC agreed to lower its output ceiling to 24.5 million bopd.
