According to the president, it was a major priority for his government to attract foreign investors to invest in this sector and it would do so by implementing a four-part plan that will restructure and streamline the industry to make it more investor friendly. Furthermore, President Musharraf also said that his government was trying to lower business costs in Pakistan in order to facilitate increase profits for investors.

President Musharraf was also confident that joint venture companies, like the ENI Bhit Joint Venture Partners (EBJVP) that is pursuing the gas project, would stand to benefit from investment in Pakistan.

Gas was discovered by ENI in Bhit in 1997 and the field has been producing 270 million cubic feet of gas daily. The 1,800 metre deep reservoir is believed to have an economic life of around 16 years.
