GasNet said the ACCC should have approved higher revenues under the national third-party access code for natural gas pipeline systems. GasNet wanted revenues based on a weighted average cost of 7.75% but the ACCC allowed only 6.4%.

Last December, after GasNet's failure to comply with National Gas Code principles, the ACCC took the unusual step of issuing its own access arrangements for Victoria's high pressure gas transmission system.
