"This exchange of information and expertise will work both ways," Macfarlane said.

"Australia is a leader in the development of natural gas facilities, while we can learn from the Mexican experience in areas such as oil and gas production."

A joint working group will meet for the first time in Australia later this year.

Macfarlane left Australia on Saturday for a series of meetings in Mexico and the US, hoping to build support for Australian liquefied natural gas (LNG).

Macfarlane is promoting Australia's ability to provide cheap and consistent supplies of LNG to the rapidly growing North American market. He is also planning a visit to South Korea to lobby for a new multi-billion-dollar long-term LNG contract in the near future.

The US Department of Energy forecasts that natural gas consumption in the US will rise from 22 trillion cubic feet (Tcf) in 2003 to more than 30 Tcf per annum within the next 20 years, with LNG imports contributing nearly 6 Tcf.

Macfarlane has said he was hoping to help producers win LNG contracts that could total US$40 billion or more. The minister said Australia aimed to supply up to a third of the California market, which would mean LNG equivalent to more than 2 billion cubic feet a day.

But environmentalists and various community groups in California and Mexico are opposing proposals for offshore and onshore LNG receival plants that could take Australian gas.

Many analysts believe there is a need for just two regassification plants, and once these are established economies of scale will favor expansion of these terminals rather than construction of new ones.

The Californian plants seem unlikely to clear all the hurdles in time. Two LNG terminals proposed for Baja California in Mexico aimed at supplying the energy needs of both Mexico and the western US are likely to be built before any US rivals.

Macfarlane will sign a 10-year energy cooperation memorandum of understanding with Mexican Energy Secretary Fernando Elizondo in Mexico City.

"This provides the framework for greater collaboration and trade facilitation in areas including the exchange of research, technical and expert personnel, joint research on development of energy resources and research and development in energy efficiency methods," Macfarlane said.

Mr Macfarlane will also meet the Californian Cabinet Secretary Terry Tamminen and Secretary of Resources Mike Chrisman, proponents of the LNG terminal.

Australia LNG, the overseas marketing arm of the North West Shelf joint venture, has asked Macfarlane to take part in negotiations in Seoul, South Korea.

In three weeks Korea Gas (Kogas) is expected to announce a shortlist of suppliers with who it aims to begin detailed negotiations.

The North West Shelf was among five projects shortlisted last year by government-owned Kogas to supply up to 6 million tonnes of LNG for 20 years, starfting from 2008.

The entire Kogas deal is valued at about A$39 billion, with the Shelf project aiming to capture at least one-third of this.

Kogas, the world's largest LNG importer, wants to diversify its sources of supply to rectify dependence on Middle East gas.

North West Shelf officials are promoting their capacity to deliver reliable supplies to South Korea.

The North West Shelf is competing against proposals from Yemen, Iran, Malaysia and Sakhalin Island, off the Siberian coast.
