BHP big winner in flat sale

BHP Billiton has emerged as the largest bidder in the latest Gulf of Mexico round offshore Texas conducted by the US Bureau of Ocean Energy Management this week, but was just one of three bidders making 24 bids from 4399 blocks on offer.
