According the analysts, the proposed CitiPower sale confirms the lack of return foreigners have received from their investments in the Victorian power market during the past decade. During his time in office, the ex-Premier of Victoria, Mr Jeff Kennett, sold much of the state's power system for $30 billion. Very few of the original investors are still around.
