ANY attempt by Shell and PetroChina to develop Arrow Energy's CSG fields for export through the Queensland Curtis LNG plant if the Shell-BG merger goes ahead may have become that much harder after an independent review panel looking into the use of FIFO projects in Queensland foreshadowed extra regulatory layers on the resources sector.
