EEPL is a member of the $20 billion Essar Group of Companies, which has interests in industries such as power, petroleum, construction, shipping and steel.
Under the MOU, the two companies will jointly evaluate and develop UCG projects within coal concessions in India and overseas.
The UCG process is aimed at converting deep coal deposits into synthetic gas suitable for use as a fuel in power generation or to manufacture a range of petroleum projects, according to Cougar.
"India has vast unused coal resources, much of which may be amenable to the UCG process, and the country also suffers from a shortage of power nationally," Cougar said.
"The combination of EEPL's strong presence in India and Cougar's expertise in UCG project development provides the means for rapid progress in commercial development of identified projects."
