The Tokai fire department took close to two hours to fight the blaze, which did not affect the Nippon Steel production line. The authorities believe that workers, who were reinforcing the tank from possible damage from the typhoon, accidentally caused the fire. Sparks from welding operations are thought to have ignited lubricating oil at the bottom of the tank.
